Tags vs. Target Users

Using Target Users
- Combined Targeting: When Division and Department are set to *, along with specified target users, questions are delivered to all in those divisions and departments, as well as the target users.
- Exclusive Targeting: Setting Division and Department to --None-- ensures questions are delivered only to specified target users.
